question for DC landlords

When a person signs a lease, do you collect first month's rent, last month's rent, and security deposit? Does DC law say anything about what you can collect?

It's in the DC renter's handbook, but I collect security deposit at signing, and first month's at move-in.

Where can I find DC renter's handbook? Also can I collect last month;s rent too?

We collect first month and security deposit. We've never asked for last month, mainly because the rent is $2,500 and asking for $7,500 at signing would probably turn away a lot of prospective tenants.
