Confusing Temps

The last couple months my spike in temperature (indicating ovulation) has not matched my ovulation strips (which are coming out negative). Nor am I seeing mucus at that time. Is it possible temps just fluctuate and that's not the best indicator?

Yes. This was not reliable at all for me. Just have sex when you are experiencing cervical mucus and you'll be fine. The rest of that crap is unnecessary.
