Should I change jobs to be in new organiztion - but not really the position I want

I have an opportunity to take a new position at an organization I really want to work for (within the fed govt). But the job itself isn't really my dream position. I like the work I do now - but I am do not like my organization and it isn't a programmatic area that I am very interested in. If I take the new position - how hard do you think it would be to transition to something else in the new organization (federal hiring rules, etc). Is it bad form to take something when you know you will probably keep looking? Should I just wait for the right position at the new place? It isn't the best hiring market for the feds right now...

As far as salary - its a lateral move but there may be more opportunity for growth with the new position (provided I stay with it for a while).

Thoughts?

Yes, happens all the time. Work 9-12 mos then try to move/lateral over. S very easy in Club Fed, more so then at large corporates.
