In some cases, asking for the GBRS has as much to do with believing in the teacher as it does with believing in the child. I'd be curious to know the test scores if you're willing to share.

Oh, so easy for you to say, you have your letter! I do believe in my child. Just not so sure that the screening committee will believe in my child.
