Does your child's college have a Facebook group for parents? Why don't you ask on there. Parents of older students will know the reputation of the dorms for the that school better than we will.

Your kid is over-thinking it. At least at my kid's school (that has no fraternities and everyone lives in dorms), any parties are in students rooms, and the quiet and substance free dorms are just that - for kids who don't want to drink/smoke. These dorms tend to be filled with kids who are more introverted and want less activity.
