This is a pretty trollish topic, but I'll attempt to address it half-seriously...
By U16, a player averaging more than one goal per game needs to be on a higher-level team. Might be an older team, might be a different club/league...but time to move on to a tougher challenge. If he can keep up that 1.0+ per 90, then he'll go to the next level, and the next, and so on, until he can't score anymore or is being paid money to keep scoring.
