It is threatening to most dogs unless they are very dominant animals. Don't do this.

Good advice for a dog you're just meeting, but it varies by dog. My dogs are both gazers and love to look into people's eyes with a very soft look. I'm sure OP knows her adoptee's disposition in this regard by now.
