My sister passed away - any way to get her photos from iPhone?

This actually may be a good route. Hadn’t thought about that. I don’t need access to the phone, just the iCloud.

It would be easier if you were the executor of her estate, but if you have the death certificate and can show you're next of kin, they may do it for you. I had a relative who forgot her password and she took her computer to the Apple Store and they reset it for her.
