The website for your high school almost certainly has some sort of College Corner that you can access now. Here's the one for my kid's school as an example: https://yhs.apsva.us/counseling/college-career-services-office/. This is a good place to start.
In general, I would say that extracurriculars before high school are meaningless, unless it's something he continues through high school or it results in national-level honors. (For example, if he continues soccer, it shows long-term dedication to an activity, even if he was never a star player.) The languages will look impressive on his application if he takes the highest-level class offered in that language or does well on the SAT subject tests.

Keep up the good grades and encourage him in high school to find at least one extracurricular that he really enjoys. It probably won't make a huge difference in college admissions, but it will make him a more rounded and interesting human being.
