Not when they have a classroom of 30-38 students in an AP class. Then they are just struggling to stay afloat and keep up and not sink.

That designation does not mean what you think it means. It means they are focusing on upgrading the STEM programming at those schools right now. It does not mean that the other schools are weak in STEM or not focused on STEM.
