Lila is from the flower Lilly therefore the first part is Li like in Lilly.. and hten just la like in la la la..

if you want Leila like in Clapton's song then go with Layla.. ..

Depends on context. I'm German, and would probably think "lee-lah" first, but because it's the German word for purple. Knowing it's an American name, "Lie-lah", like Lila Garrity on Friday Night Lights.
