My two cents, for what it’s worth: My spouse quit his fed job for my one time PCS and has struggled to find work he enjoys since we returned. We are older, though, and he doesn’t have a masters, which makes it tough in this area. That said, he/we don’t regret it. We spent an awesome three years traveling and saved enough money to buy a house. He’s going back to school now too.
Make a plan and commit though. For example, if we had to do it over my partner would’ve gone back to school while we were still overseas. Is there an opportunity for you here, something you’ve wanted to do or try professionally but haven’t been able to? Regardless, know there may be some resentment either way and you just have to accept that and keep communicating. Good luck. |

PP you are responding to. You are right that all of the factors are not of equal importance at all, but collectively they added up to the decision not to approve. As to #4, it is not just unfair, but technically a misapplication of federal funds. LOC is about trying to account for the cost of living in the area where the work is performed. This is why our staff duty-stationed in Arkansas do not take home as much money as the staff duty-stationed in NY. Unfair, and also not in accordance with regulation. As to #5, we thought about it a lot. But it is difficult to draw a line. What if a partner is going overseas in private business? What if that partner is going overseas to work at a very important nonprofit or NGO? What is a partner got an opportunity of a lifetime to write for a network television show (this happened)? Yes, it would be nice if a company could accommodate employee's personal life decisions (it is a personal decision to accompany a partner wherever they go for whatever reason). But it is frequently not a good business practice. |
Getting stopped at a foreign country's customs with a USG laptop can open up a massive can of worms. |

It depends on the pcs location too. You need to check with the gaining location about any local regulations for spouse employment. Japan can be complicated as can Europe. You should contact the family support group at the new location for information. My DH is also military and we have lived apart for some assignments due to these issues. |

I think it's a function of this is the rule and we've never changed it so why would we change it now? Laptops can be encrypted. VPNs and secure tokens can be used. There are ways to do this. |
+1 to all of this - especially FLO and the Expanded Professional Associates Program (EPAP). Depending on where you're going they may be dying for EFMs (Eligible Family Members) but that doesn't help with keeping your own GS rank.

| I know that when I was TDY overseas for my federal job that I was prohibited from working anywhere off a military base due to agreements in place with the foreign host countries. I’d think that would be the biggest challenge to overcome. |
Weird that you think that. OPM is pretty clear that locality pay is lost if the worker is not in the office twice a pay period, unless other arrangements are made. |
