Negotiate federal job offer

OP Here. Thanks for the advice. I was able to negotiate 4 steps higher than the initial offer and annual leave hours. Now, I am waiting for the official letter. I received the tentative offer letter with the new salary listed and a op-306 from to complete.

I have a tentative offer, and was just contacted to set a start date. Is it too late to ask for a step increase?

It happened with me. They really liked me and the engineer position was difficult to fill with someone that has match with my talent. It was like 10 years ago but they matched my salary of that time to GS-13 step 8 and it was done pretty easily.
