Unleashed dogs...do you speak up?

I don't say anything unless the dog is clearly not under the owner's control and is coming towards me. One neighbor has border collies that are well trained to respond to voice commands. Another neighbor uses a 'wireless' leash. I've got no problem with them.

Yes! The second your animal charges me or touches me, it is my business. I have a child who is terrified of dogs, and being charged and jumped on by a Doberman would be a week of nightmares. We're working on the fear, but unleashed dogs do not help at all, nor does the it's-okay-it's-friendly excuse.
