It's Russian culture for professional women to dress like they're going to the prom? Actually this explains a lot about BIL's former gf, from a Soviet bloc country, who was always wildly overdressed/inappropriately dressed, regardless of the event.

NO, you are very naive. This is not how it works. The different rules apply to men and women. Women loves with their ears, so they don't care much how the men dressed. Men love with their eyes, so how the woman is dressed is very important.

not true. this is not appropriate dress for interviewing head of state anywhere (read comments on daily mail. nobody thinks this is appropriate).

besides, even if it were common she should be doing it. she is an american and works for american TV and represents american journalists to some extent. would she wear burka to interview prince abdulah? exactly.

In Rome do as the Romans do. Burka is a religious attribute, you don't have to adopt someone's religious believes.

Same think I thought when Ivanka wore a floral 1950's dress to the women's conference with Angela Merkel. Plus that horrible breathy voice- but I digress.

I mean she was attending a state dinner with an interview on the side, right? She should maybe have erred on toward what looks best for the interview instead of the dinner, but otherwise a gown is normal for women. She could have gone either/or on slit or décolletage but isn't this just the nature of women's formal wear?

But she is in a stall (as you call it) because this is where she wants to be. She perfectly knows the rules, and she knows how to play by the rules. This is how she climbed up. Now she is at the point of her life where she wants to do what she wants to do.
