Moving OOB

Renting IB for Brent for a year just became my 1st grade backup option.

I think the handbook is fucked up, because it cites to 5-E DCMR § 2106.12, which actually says: "2106.12 A student who has been admitted to a school outside the attendance zone for his or her place of residence which has been designated as a feeder school by the Chancellor shall be entitled to attend the next-level school in the designated feeder pattern upon the student's completion of the program at the feeder school." This is all only in the context of "Out-of-Boundary Transfers," which seems to be this whole weird process that I'd never heard of. Oh, wait, I think ^^ is just describing the lottery process and so 5-E DCMR § 2106.12 is just describing that people who get into schools through the OOB lottery are eligible for the school's feeder pattern. Which, duh. Whoever wrote the handbook screwed up if that's really the citation for the rule and I certainly wouldn't plan to rely on it when it's fixed ASAP.

You do not even need to do it for a year. There is a family that attends Janney that lives OOB. They rented IB for 3 months while their house was being renovated. The principal let them stay through "Principal Discretion".

+1 the rule above clearly says "if you move during school year." So you can move Sept 1 and keep access to Janney. This is crazy! Wasn't like this last year. Good find PP.

They are both in the same bucket-- the IB bucket. When you start is irrelevant.


I don't think they are in the same bucket since the PK3/4 kids have to be accepted via lottery (regardless of residence) whereas the K has a right to attend while in-boundary.

Also, I have been combing through the regs (specifically the DCPS Enrollment and Lottery Handbook and 5E-2016 Rule Version ID: 4245901 regulation) and there is an odd nature to the way it is written, as some posters have noticed. The language leaves a lot to interpretation, stating nothing about how admissions happened (IB/OOB, grade-level, etc.):

So...we are in a tough spot since our PK3 got into a Charter (yay for a spot, anywhere!) and our K is zoned for Powell next year. Our lease runs out on Aug 31 and school starts Aug 20. We want to move closer to the charter but don't want to go to the IB school near the charter! To add to the mix, our schools are dual-language so have definite feeder implications beyond the standard considerations.

They do not have more right. They start earlier. Any IB kindergartner can attend. For PK4, the only way* to enroll at a school is to be placed there through the lottery. In K, you can literally just show up with your paperwork and enroll. You might not start that very day, but you do not need to lottery in.

* some schools have guaranteed enrollment for PK4.


Do you know if any of the dual-language Spanish schools have guaranteed enrollment for PK4?

It's the same bucket.

The only reason you must lottery for PK3 and Pk4 is because students are not required to attend, and schools are not required to provide a seat for all IB students.
