When do students "age out" of traditional high school?

No, no it's not. The 21-year-old men who are still in high school have no connection to the Ryan Lochtes of the world. Assuming all 21-year-olds have the same capability and opportunities that YOU and YOUR children have had is why we have Ryan Lochtes. The handful of 21-year-olds still in MCPS are students who have failed multiple years but somehow are still attempting to graduate, are part of alternative special education programs, had an interrupted education for whatever reason (medical treatment, pregnancy, refugee status, incarceration), or have any number of very special circumstances. And yes, many of them are probably jerks. Just like every other high school student population. This is seriously a non-issue for 99% of MCPS students.

The student in question of OP's original post may have been on track to be a 20-year-old senior, but it's likely that he would have entered another program (or dropped out) before that point. As it were, he was an 18-year-old high school student. In MCPS, students enter kindergarten when they are five years old, and end up in 9th grade when they are 14. If your child is 13 in 9th grade, then he or she is also in a special circumstance, and one would think such parents would be more mindful of other students with special circumstances.

I knew a handful of people who turned 19 right before graduating. I'd rather have them around and in class than have 13 year olds in high school. (Traditionally a student turns 13 in 7th grade.)

And for states where the kindergarten cut off is December (Hawaii and California are two places that come to mind) at least 1/3 of the class is 13 when starting high school.

19-21 year old men do not belong in high school with 13-15 year old teens, unless there is a documented special ed reason.

Red shirting for sports is not a good enough reason.

CA has changed its laws around this. In a couple of years time, the cut off will be Sept 1 for K. No redshirting allowed unless with a doctor's note.

Those with bdays from Sept 1 to Dec cut off are offered Transitional K program.

Most all (if not all) comprehensive high schools allow students to graduate at 19 as a number of students turn 19 towards the end of senior year. This group may include students who were out one year for medical reasons, for example, or those who repeated kindergarten. After 19, most districts have alternative programs. This has been the norm for most school districts for decades. One exception: ESOL students can remain in the comprehensive high schools in many districts until they turn 22, 23, or sometimes 24.

Agree but with the amount of illegal aliens and south american refugees entering MCPS lately, there is no end in site. We are too liberal of a county/state to change anything. Casa De Maryland has huge financial and political ties. How about the 18yr old FRESHMAN that was arrested at Gaithersburg High School last year for murder. Gang related. A nice young refugee boy.

Many states have cut-off dates in late Sept (Virginia) all the way to late December (NY) so for kids starting in August, some spend almost half their freshman year as a 13yr old. This whole concept of changing dates and holding kids back is ridiculous. Most middle and upper income families kids know mastered basic K skills by age 3/4. Kids in poverty need to get into school for food, warm, and learning. Why we are keeping 4/5yr olds away from school in 2016 is awful. Study after study shows being the younger child in classroom is better than being the oldest. I would be embarrassed if my child was still in high school as a 19yr old.

There are plenty of average high school kids who turn 19 just before graduation. One of my classmates had Lyme and was out of school for most of one year. He turned 19 one month before graduation. I believe all traditional public high schools allow students to turn 19 during their senior year. And most elite prep boarding schools like Andover allow athletes from public schools to do a fifth year and those students usually enter as 18 year olds.
