Instead of focusing on why you haven't been promoted, write a business case for why you should be promoted. Cite all of things you mentioned here but leave out the part about the co-worker. Document everything you've done, accomplished and your performance reviews; and quantify everything so they see how your work contributes to the bottom line.

Thanks, but it turns out I didn't have to do any of that.

Besides, making a business case for being promoted when you don't know the standards is....not possible.

I had my review earlier this week, and asked what it would take to get promoted. He answered that he just needed to put the paperwork in, that he'd been concentrating on getting me high merit increased (true), but that it was well deserved and I was doing that level work, and he'd work on it immediately.
