Call the cop (non emergency line) and report the incidents. Don't wait until the next time he shows up. I would be careful if I were you (not only not answering the door but also when entering home). Don't want to scare you but it's good to be vigilant and aware of your surroundings.

call the non-emergency # and give them a report of this + a description of the guy. if your neighborhood has a listserv or newsletter/email list or something, let the neighbors know about the guy so others are aware.
