+1 Take pics and call the Humane Societies (plural). This guy might know the cops (he sounds problematic), which would not mean he has any legal leverage, but you need proof on your side, which is easy. There are tons of organizations that will go after him. He probably can't afford to move, so the sooner you get out of there, the better. |
| No your cat ran under a car. Its most likely got scared and arched it's back while under the car and rubbed its back against the car or crawled up into the car's engine. It have seen this happen before. Cat can take care of themselves and are hard to catch....I seriously doubt anyone did anything to your cat. |

We have a fence around our yard and cats get into all the time. I've seen them jump over the fence and squeeze through small places. Given your cat isn't out much, he may have forgotten how he got in there.
You don't know what actually happened to the cat, the cat could have knocked something over and gotten it spilled on them. Clearly the neighbor is a jerk for not letting you in, but you don't know it was animal cruelty. |
