I agree that this sounds the most similar.

17:20, I LOVED that Convoy song and at age 47 I still remember some of the words.

This. I know exactly which theme OP is thinking of, but can't remember much more. (I can hear it in my head but not picture it) It's also more recent than most of the ones mentioned. It was a short clip in the opening, not a whole long song.

I think the PP who said that all the cheesy 80's theme songs just sounded the same is onto something. I just listened to the themes from Punky Brewster, Hogan Family, and Perfect Strangers, and they all sounded vaguely similar to the Chicago song. Although, I have to say that when I heard it, I immediately thought of the song that is apparently the Greatest American Hero theme song - and I had never seen that show, and didn't know that the song was from that.

Perhaps it's many of them and yet none of them!?

My first hunch was Hill Street Blues.
Here in Sweden we never got many of the shows mentioned here, so I rule out most of them.
For opening theme song, that is.
But at the END of HSB (and many others) when they run the credits and the production/distribution companies are mentioned, that is where the Chicago snippet is played!?

That would be my guess, anyway...

I love when quirky Swedes chime in.

My first thought was St. Elsewhere.

Hearing all these old theme songs is making me very nostalgic. I got excited when I heard St. Elsewhere, almost like I thought a new episode was coming on. Remember Howie Mandel with all that hair?

Such young stars! Denzel Washington, Ed Begley, Jr., William Daniels, Mark Harmon, Christina Pickels
