What can I do to improve office morale?

I'm a PP from earlier that said no obligatory things.

I also said that happy hours depend on the people you work with.

But I agree with 19:11. Some people did a series of happy hour stuff at my work last year, and even though technically everyone was invited, it was obvious that they didn't really want everyone to come.

The thing is that that kind of thing tends to reinforce cliquish behavior, and that tends to make low morale even lower. In fact, it's sometimes a cause of low morale (cliques, favoritism). And happy hour doesn't help.
