Expecting people to spend the money to rent a tux, and rent/buy a ball gown so you've got some cool memories and pictures, but not having the decency to actually feed them a meal is pretty wrong. Black tie scheduled over the dinner hour without a meal is tacky. Reminding your children, ehr, I mean guests, that the event is black tie is very tacky. And using email to provide that reminder to your guests is mind bogglingly tacky. And don't mention "cocktail" if you expect black tie. Cocktail infers a certain type of dress. If they want black tie, then provide the black tie event accoutrements.

I'll bet $50 bucks that somebody, whom the couple trusts, told them that they shouldn't have put "cocktail" in the invitation along with black tie, hence the email.

Heavy hors' deuves are must better than a seated dinner, and cocktail parties are fancier than sit-downs. Get over yourself, and have a drink.
