NP here. Hey fuck you. Murder is illegal, too. But that doesn't mean we as a society should just let people murder each other and be all "control your own reaction to the fear!" to potential victims.

Dogs belong on a leash because dogs can and do bite people, and sometimes kill them. I'm not afraid of dogs but that's the facts. You can't decide that you can do whatever you want and others just have to deal with it, unless you're a sociopath.

If you let your dog off leash in a public place, you are a terrible person.

My neighbor's three-year-old was attacked ON THE FACE by a "friendly" unleashed dog that ran up to him in a public park (with signs to leash your dog and everything). The attack was completely unprovoked.

Thankfully the dog was put down and the neighbors sued the owner big time. But it will never fix their son's scars.

Again, if you do this, you are HORRIBLE.

Except hopefully by having your dog on a leash I know there's at least a chance that your dog can't get to me since you'll hold him back. Even a dog that the owner swears is under voice control can ignore their owner whenever they feel like it and take off if not leashed.


Still does not stop you from being scared. You get the initial gut reaction of "Crap!" when the dog barks and pulls on the leash. The thing is off the leash trained dogs (which use to be legal) are often trained to just sit when they see people, on the leash dogs are never really trained and do that crazy barking pulling thing.

You may want to just learn to be less scared of dogs.


I'm not scared of dogs - I own one. I am scared of unleashed dogs that I don't know. Your off-leash dog may be wonderfully trained, but it only takes once for him to ignore your commands.

Having a dog run off the leash has never been legal in DC or the suburbs in any dog's lifetime. Keep your damn dog on its leash.

It wasn't a neighbor who was the perp -- it was someone from more than a mile away on a long walk for which they claimed to never have leashed their dog (!). The neighbors were the ones whose son was attacked.

I don't know the details about the lawsuit but I do know it was a big one and I do know they won.

I didn't say we let people break the law, mist posters admit they are afraid even when the dog is on a leash, especially retractable.

What you're failing to comprehend is that it's not that people are afraid of dogs. It's that people understand many dogs have wildly unpredictable behavior, and it's the unpredictability that they are afraid of. There are some great dog owners that have total command of their dog (two-hand leash) at all time, and it's instantly recognizable by their body language that the dog is trained and in control. I have no fear of those dogs. I trust those owners.

But dogs off leash are clearly not under full control of their owners, and much more prone to unpredictable behavior. Leash your damn dog, and train it. Be its boss - a dog is not a cute fluffy toy.
