Just found out that brother has been stealing from mother's estate including from social security

that's probably happens often. They will likely request a refund from the estate. I doubt he is going to jail over this.
the executor probably told you so that you don't get taken by surprise when he/she has to pay those funds back.

Was the SS received by direct deposit? Because SSA will just reverse the payments, as someone above pointed out. Also-I agree that mortuary services makes a report to SSA. Not certain this is a tragedy. SSA is very quick to stop payments and reverse any over payments, so chances are it was done.

OP here. Thank you everyone. It was direct deposit and then it goes auto debit to bills. Automated system. One brother was just being mean to the other (sigh) the estate will have to pay it back, but I do not think it was a crime -- more like a mistake.
