We always refered to people as homely when they had a plain look.... unadorned or unspectacular... honestly, think 'amish'... that's a homely look.

Adrian in the original "Rocky" movie. Plain, not wearing make-up or trendy clothes. Usually lacking in self-confidence. I consider it the same thing as dowdy.
