No, they were in it last year.
The went through the entire round 1 & round 2 PK3/PK4 waitlists last year and were accepting new applicants in September/October (who were obviously applying post-lottery). Traditionally, they told me that they go through their waitlists each year. So, there is lots of hope for people on the waitlist!
