What does it mean to call someone flaky?

Adults with ADHD who use it as an excuse for everything are pretty much the definition of flaky. There are many in my extended family, I'm not trying to make a passive-aggressive jab at OP.

It's a very derisive word just one step above calling someone a liar, a-hole, etc., without coming out and saying it.

The word seems to have changed meaning in the last 20 years or so. It used to mean odd/weird and now it means someone worthy of extreme dislike.

Because the previous flaky poster person finally got around to responding. 8-9 months sounds about right for a flaky person. But that flaky person was certainly less flaky than the person who replied 9 years later. Wow.
