Just curious why resident families from MD would choose DCPS over their own county schools. Aren't MD schools far better?

Not all MD schools. I don't think there is a single PGCPS middle school that made AYP last year.

Still, should have been placed at his in-boundary school. By letting him stay they are rewarding treating the system.

It's fraud. The parent's of this child should be held accountable for lying and abusing the system; and clearly their son is troubled. This should have been referred to social services. I hope the family of the child who was hurt sues DCPS. I wonder if a good expensive lawsuit would help DCPS downtown administrators see the error of their ways?

Hearst has been at full capacity for several years. Since expanding to 4th grade in 2009-10 and to 5th in 2010-11, four demountable classrooms have been added to accommodate the additional enrollment. It now has an out of boundary waiting list of about 200 for pre-K slots. It is currently slated for a full renovation and expansion in 2013, adding basic facilities it currently lacks, such as a cafeteria and gymnasium.

Despite lack of infrastructure, this Hearst has been the little school that could. It is the only elementary school in DC that serves children from all eight wards in the city. It has an incredibly strong and involved school community that has for many years overcome long odds to not only remain open but to grow. Bill Kerlina was absolutely essential to that growth, and whoever replaces him has extremely big shoes to fill.

Many of the parents from MD choose DCPS for several reasons:
-they work in DC and it is easier for them to drop-off/pick-up their children;
-DCPS does not charge for headstart, Pre-K3 and Pre-K4 programs;
-ASP is essentially free (and for those schools that have Before care as well);
-DCPS essentially has no checks/balances to collect money from parents for lunches, ASP, lost books, collecting tuition for those know out-of-state families, etc.

Many parents (especially out-of-state) essentially can get away with not being held accountable financially for a lot, which costs DCPS a lot of money

ITA. Definitely fraud. Why doesn't the child's family have to pay tuition for the time when they weren't residents? Perhaps if DCPS would start collection procedures on non-resident cheats there would be less fraud.

Shocking to think a troubled student from Maryland would be allowed back into Hearst against the principal's wishes. The family should have been made to pay tuition and sent to their in boundary school. I am a Thomson parent who can tell you there are many students from Maryland attending Thomson (and, no, student are not being picked up by nannies who happen to drive cars with MD plates). How can neighborhood schools develop if spaces in popular schools go to MD kids?

I happen to have the breakdown of the Ward 3 schools. Stoddert, Eaton, Hearst, Mann and Oyster serve children from all eight wards. Janney and Key serve children from seven of the eight wards and Mann serves six.

I agree with PP - yes enrollment will decline (maybe by 10-15%) if DCPS finally cracks down on MD residents but at least the system will then begin to build integrity.

And sometimes these MD students have been expelled from their schools.

The good news is that if a kid brings cocaine to school they will allow the principal to expel the kid. That is what happened at Thomson. But pp is right their are a lot of kids with Md plates and despite the issues at Thomson a wait list of DC parents. Urg.
