He also denied another request that I submitted 11 months ahead of the vacation. He waited 5 months to deny that second request. I've paid for both vacations already.

Does he think he is the king? You should report him to the OIG. He is definitely abuse his power.

Your manager is abusive and likely breaking some type of labor law.
What a moron.

Of course people are leaving. What a terrible manager. And also dumb - he's only going to lose more people. This is insane - people need to be able to plan ahead for vacations.

He should be fired.

OP should make the agency and supervisor’s name public on social media. I can’t believe there are still this kind of A$$ managers today, particularly in the federal government.

This. How is anyone supposed to be able to plan and book a vacation if they have no idea whether or not they will get the time off. I work in an industry where only X number of people can be off at a time because things have to be staffed and it's not like we can pick up the slack of when someone is out. So the 30 day thing is even crazier to me.

Go to your HR person. He isn’t allowed to deny you your leave - it’s part of your compensation package so it’s akin to not paying you.

The manager is so selfish and incompetent. If he can’t manage without making his employees slaves, he should not be in a manager position. he should be the first one get RIFed.
