How to improve Highschool students writing

This is exactly right. There's no magic to it. Kids who struggle with writing will benefit from reading more, particularly high quality writing found in publications like the New Yorker.

That was my reaction, too; however, if anyone is actually serious, get the kids to pound through the Institute for Excellence in Writing program.
