The falls at Niagra on Canada side at least does not open until May.

That’s not true. I’ve been in January. Lovely ice in the falls. But anyway, we went for spring break in April a few years ago, and while the boat wasn’t running yet, we did Cave of the Winds (tunnels under/behind the falls) and walked around on both US & Canadian sides to view them. Chilly but beautiful and uncrowded.

Florida beaches, flights will be cheap. Easy to do under $5k

We did Toronto and Niagara this year for spring break. There was ice on the falls. The boats were closed. But the attractions were open and you could go behind the falls. Plenty to see and do. It was really cold tho.
