They do it because the three schools are ranking nos 3, 4, and 5 for best public schools in America by USNWR. They exchange places due to changing methodologies of USNWR. Only 8 years ago UVA was no 2 (well over Mich) but that changed with emphasis on pell grant recipients. For Instate Virginians they prefer UVA especially because of its more manageable size. For Mich, they prefer it no matter what the size because of cost and the few other options in-state. It's a healthy competition between the states

UVA was never “well over Michigan.” Michigan placed ahead of UVA at USNWR before Pell Grants were figured into the formula. Academically, Michigan has been ahead of Virginia for many decades. Just look at world wide rankings. UVA is an also ran in comparison.

Bc of all the DEI crap Michigan has plummeted in my hs dc’s college list and UVA has risen. We’ll see. Older dc got in and went elsewhere.

What "DEI crap" at Michigan are you referring?

An 8 year DEI budget that included the funding for "Go Blue Guarantee" full tuition scholarships for low-income in-state students. There was a whole DCUM thread about this because of a NY Times article.

People who won't send their kid to a school that spends money on DEI initiatives are probably raising kids who wouldn't like that kind of school. Agree, staying home in Virginia might be better for PP's kid.

I will never understand how people can be genuinely upset about a less fortunate person having an opportunity. What a miserable existence.

It’s not just for low income instate students, it’s also for lower income. If your family makes less than 75K/year, with assets no more than 75K, you qualify.
