And if that’s correct then yes, that is too much, too weird. Even if Charlotte goes by Lottie now, she may not always go by that/may want to switch to Charlotte or Charlie some day. This to me is like having Samantha and Samuel.

I agree, OP. Charlotte and Charles are too similar. Pick one name or the other.

My aunt and her twin are Roberta and Robert. My friend has Mitchell and Michelle for her two kids. I wouldn’t pick names that similar (and I think Charlotte and Charles are in this category) but obviously people do it!
