For beginners:

St James
Vienna elite
NVVA


Paramount are probably the best for beginners under the age of 12. For older girls- you need to have some experience to enjoy their clinics/camps as the level of play is higher in general.

Va Rise volleyball program is for younger girls- run by one of the paramount coaches

Metro is good for younger beginners- similar to paramount, likely not as good for older beginners.

OP, Vienna rec should have an all-stars rec volleyball team (at least they did last year). If she's one of the top on her team, she should be selected. She'll get a few practices with other top rec players and you can network with those parents to ask about what they are doing next year.

Metro clinics are INTENSE (I will always remember the warm-up: it's brutal). After a few drills, you end up either on the main court with the best players, or on the second court with everyone else who is cut from the main court. I feel like you benefit the most if you end up on the main court. You may still benefit even if you end up on the second court, but not as much. MOCO clinics are similar, but without the brutal warm-up.

Notice the same dynamics during tryouts when lots of players show up. Players end up divided based on skill level and the coaches watch the main court most of the time. It is unlikely that you get an offer if you end up on the "other" court, where coaches look every once in the blue moon.

My crystal ball says no practice for you in your future. Unless "no budget" means unlimited budget: in this case I can see a lot of money wasted on club volleyball with all the additional clinics and camps. Maybe one-on-one coaching as well.
