If someone offered me 90% of $1 million, I wouldn't be interested for the same reason.

A better analogy: Would you be satisfied if a plumber performs a 90% fix on a leaking pipe? Hopefully not, even if he offers to charge you only 50% of the fee. A 90% fixed leak is arguably an improvement, but the only real fix is 100%.
