What is the desired major/area of interest?

There are several schools in the Top 100 that will give good merit, not full but good with those scores/stats. Try the jesuit universities and you should get at least 35% of tuition in merit, if you apply for more scholarships you can easily get more.

Perhaps business or earth sciences. The only thing he is ruling out are Humanities but he is not set yet.

So then all the jesuit universities would be an excellent fit. Seriously, Gonzaga, Marquette and Creighton gave my 26 ACT, 3.5UW, No APs, and good EC 35% of tuition in merit. Seton Hall gave 75% of tuition in merit. You can get costs under $40K or close to it. Apply for additional specialty scholarships and you could go even lower

My son got into University of Louisville as a safety and they have been very generous with the merit aid, plus encouraged him to apply for two scholarships. Not sure that he'll go there, but it's tempting.

Ideally under 40k. He will apply to state schools, would love to add other options.

I hate to sound like a broken record, but consider some Jesuit schools: St. Joe's, Loyola, Scranton, Fairfield.

Your kid will get $35k merit at Loyola MD, bringing the direct cost in at around $40k. Their net cost calculator includes merit. You'll end up in a similar place financially at many similar, regionally strong privates.

OP if your kid applies to colleges where their SAT is in the top 25% and the college offers merit at all, they will have the best chances.
