Upgrade Electric Panel different than replacing Electric Panel.

My panel I removed all breakers cleaned the connections put new breakers in, then added a breaker to separate to higher power items going to same breaker. I would say that is an upgrade.

I had flashing lights if two appliances going to same breaker on at same time. What I did fixed it. Upgrade is murky
