WV has few lakes, but many rivers. Lot of places in high elevation VA or WV could fit this description.

Relative to the DMV, yes, definitely in the summer.
Relative to Arizona, no.

Fly into Utica or Syracuse and go to the Fulton Chain of Lakes or Moose River. Meets all of your criteria.

Lake Placid.

It even has a tiny airport with flights in and out of DCA. Or you could fly into Burlington, which is about a 40 mile drive.
