Am I naive to question if we need an educational advocate?

You can "shell out" much less and come prepared, ensuring everyone walks the line. You definitely don't want to get to the point of a major conflict with the school system. If that happens, it will be a lot more time consuming and expensive to resolve and you will be "black listed" as a troublesome family. Don't do it to yourself and your child. Pay for 3-4 hrs of EC for the initial IEP, and sleep peacefully at night.
