Haha, Payne Parent again, and I obviously don't know how to reply on DCUM, I was not the one who was saying I disagreed with you, I didn't mean to 'quote' that when I wrote my part, just a random Payne parent coming to comment.

This whole issue will get talked about during the boundary review committee that starts this month, and will continue to meet throughout the year. The boundary review will look at boundaries, feeder schools, equity and capacity topics across the city, so there is a good chance that there may be some shifts in boundary/enrollment anyway. The people forming the committee are aware of the Tyler shift in programming so it will be a topic of discussion for sure. Payne just finished our renovation in 2015, so a goal would be not to need to shift into trailers, etc. if there is a big shift in enrollment.

That is definitely not what it means.

1) Only the kids living IB for Tyler will have rights to Payne. That's about half the kids, I would guess. Kids attending Tyler from OOB would not get rights to Payne. So that's like 12 kids per class.
2) Some of those kids might stick with Tyler, so we're down to like 9 or 10 per class.
3) Not all of the kids getting rights to Payne will actually attend Payne. So there might be like 6 or 7 per class that actually do switch to Payne.
4) Payne currently takes OOB kids for elementary grades. The amount varies by year and by grade but 5-10 offers is typical. So kids IB for Tyler would get those spots instead, and OOB kids who try to lottery into Payne won't get in if there isn't room.
5) Who do you think is lotterying into Payne for elementary? It's lower SES families, for sure. So what difference does it make?

It is absolutely what it means. Potomac Gardens is zoned for Tyler and will now be functionally zoned for Payne. Tyler parents are extremely aware that this is what is about to happen, but I don't think anyone has fully clued in Payne parents.

With which of my points do you disagree, specifically?

You’re not thinking big picture. Individual shifts of 5-10 kids in each year will make Tyler more attractive to UMC families thus becoming a self-fulfilling prophecy and the reverse for Payne. Dual language schools gentrify more quickly than others. Their “partner” schools slower than others. Here you have the Potomac Gardens issue too; kids who come to Payne by right from Potomac Gardens (don’t have to lottery, can just show up when they realize Tyler is immersion or when immersion is failing their kids) are totally different than cherry picked lower SES families with parents actively seeking a better school. Tyler will convince low performers that the issue is immersion (which it very well may be in some cases) and shuttle them to Payne. It’s happened all over the city and those are locations with actual MC/LMC Spanish speaking populations to balance things out. None of that in the Tyler IB. If they start allowing Payne parents to go to Tyler by right, it’s all over. The schools will just divide into the UMC neurotypical school and the other one.

naw. payne is doing great and increasingly very popular w its in-bound families. that trend and momentum will continue. payne will gradually pick up a few kids each grade from the tyler boundary who dont want immersion or move into the boundary wout being able to still do immersion. it might help payne stay title 1 for somewhat longer which is not entirely bad because it means more funding and smaller class sizes.

Agreed, total outsider and newbie but this appears to be Tyler’s move to become a higher ranked Capitol Hill School and change their demographics.
