+1. This. It is substance abuse 95% of the time. Do not give panhandlers any money. You are making the problem worse by enabling the addiction. There are resources at their disposable, they just refuse to take it. They should be arrested if they cannot get themselves off the street. |

Because access to these resources requires getting clean. Housing first initiatives want to go the opposite direction which means you get to live next door to someone with untreated mental illness AND a drug problem. Sounds ideal doesn't it? |

| I think there is a van dropping people off at various corners near me. They don't have any bags or other items. Just signs. They all leave around the same time at the end of the day. Where do they store their stuff if they are homeless? At shelters? I don't give them anything but do donate to organizations. |
The ones I see all look like they were born here, most are caucasian. Many claim to be veterans. |
