This is okay?

You were driving on the highway with someone like that and got close enough to determine how their eyes looked? Really?

DP.

You can smell it coming from cars in front of you on the highway (no pun intended).

But that’s not what she said. She said she saw the smoke, implying they’re hotboxing while driving, and that she saw their eyes were glazed. I’m not sure I could tell if someone’s eyes are glazed from several feet away, through 2 closed windows and a cloud of smoke. But she said smoke and glazed eyes, not smelled weed.

Op here--we stayed behind for a while, as did a lot of people. I waited for a clearing and went around when he was in the left lane and I had a lane between us and a lot of clearing ahead. I was able to get a decent look and it looked like he was "hotboxing." But there was enough clarity and daylight to see his vacant face turned to me and he was baked out of his gourd. I'm almost proud of the 20 or so other drivers in proximity who clearly figured out what was going on and were cautious. Unusual for 95. If I had seen a cop I would have stopped and alerted, but figured a 911 call was futile.

This sounds like a work of fiction. I don’t believe it.

I was rear ended by someone who was clearly high (couldn't stop laughing, drivers friends kept talking about how high they all were). The police did not care at all and were more focused on giving me a breathalyzer test (even though I was stopped at a red light when I was hit).

OP sounds very boomer.

100% guarantee I drive better than you drive while high. Faster reaction time, more situational awareness, better spatial comprehension.

Because science.

OP, please call 911 next time. I have called 911 on obviously impaired drivers before (usually in the wee hours of the morning when I was on my way home from work). They will ask you for a description of the car and the license plate if you are able to get that. Also what road you are traveling on, and in what direction.

Years ago I called while driving on 270, and I ended up seeing them pulled over when I passed them a few minutes later. Maybe it was because of my call, maybe the officer had noticed the erratic driving himself, but at least I know I did what I could.

Driving while impaired by ANY substance is disgustingly selfish.

I dunno who’s more self absorbed, potheads or cyclists? Both are hazards to everyone around them.

Get used to it. This is exactly what liberals voted for in this area.

Nope. Libertarians wanted this, and they're hardly liberals.

I don't think you know the meaning of the word 'exactly'. Zero enforcement of existing laws regarding smoking pot while driving was never on any ballot anywhere in the USA.
