This is true. See Natalie Wexler’s The Knowledge Gap and Daniel T Willingham’s research. Thankfully the ELA Department at APS knows this and that’s why we have a new curriculum. If a teacher plans to ignore the new curriculum (as one of the PPs posted) then that is concerning.

I don’t understand your question. Haven’t read what? Natalie Wexler and Daniel Willingham argue that background knowledge is paramount. The new curriculum is knowledge rich.
