This is a good point. They create a system and don’t use it and instead post updated to a private app that few people use.

They used Twitter because they needed to contact people who typically don't vote.

They use twitter because that's the preferred platform of the local politicians. That's their audience. They are performing for their bosses.

When I got the "received" message from the DC election office, I assumed that's all I needed to know. My vote was received and therefore would be counted. I mailed it in, i wanted to make sure it was "received" and it was.

The tweet above got 22 RTs and 38 Likes in a county of over a million people. Absolute joke to suggest that this is an appropriate medium to reach voters.

They did count all the votes, it is just that a lot of people seem to be concerned and believe that having a ballot “received” doesn’t mean that it was properly counted and recorded. As a result, they are sending out these notifications.
