Proposed Tax Plans

What are the chances that whoever is elected will really put into place their proposed tax plans? Won't Congress and Senate rewrite them and tear them apart before approving the plans?

Also, I have read in several sources that there is no way health care will ever be taxed. Why is McCain proposing this if it will never happen?

If Obama is elected, possibly because he will have a friendly Congress. If McCain is elected, not a prayer.
