Baker takes over school system in PG

I was interested to see that county executive Rushern Baker is going to make a bid to take over the school system in PG from the school board. I suppose any change would have to be for the better. But, what do people think? With the tax cap, is it possible to make changes for the better? Or is it hopeless?

To be clear, this worries the hell out of me because while there is definitely a lot to fix, I have seen other districts really screw this up by doing top-down "reform" that might look good on paper, but results in some really crazy school-level practice.
