Replacing Baseboard Heater covers or painting them?

We just bought a house that has hot water baseboard heating. They are in pretty bad shape, a lot of them are rusty and bent.
Anyone have any experience replacing them or painting/repairing? I've seen some covers online for $20 per linear foot which will add up quickly, would love to find a less expensive option. TIA |
