Another residency issue - more public or is DC FINALLY taking it seriously?

In the Washington Post this morning, there was an article: "DCPS strips Dunbar of Turkey Bowl title for use of ineligible player"

I do not remember hearing about all of these cases in the past. Any thoughts:
1. More / easier reporting?
2. More enforcement?
3. Higher profile cases?

Didn't read the article, but I would think the use of ringers in athletics is a separate category of abusing residency rules.
