I live in Maryland and work in DC. When I select "work in a state I don't live in" on H and R block

No you don't have to fill out separate for DC but you do need to say you work in DC. DC md and va have a special reciprocity system

The PP is exactly right. If you live in DC, MD, or VA and work in another of any of those 3, you do not have do fill out another form.

Step 1 - don't use H & R Block! Use Turbotax, or your own accountant, instead.
